Event: Mr. Nixon T. Berry, Q.C. joins the Organizing Committee and agrees to act as legal representative for the Committee during the processing of the proposed charter.

Event: The Private Members Bill Pr6, "Petition for the Incorporation of York University", is introduced by Mr. H.L. Rowntree for first reading in the Ontario Legislature on February 17, 1959 and referred to the Standing Committee on Private Bills. Bill Pr6 receives its second reading on March 13 and is referred to the Committee of the Whole House. The third reading of the bill is on March 16, when the bill is passed. On March 26, The York University Act, 1959 (7-8 Eliz. II, cap.145) receives Royal Assent.
The Act names a provisional Board of Governors of York University. The Board has twenty-four months to reconstitute itself and to include in its membership ex officio - the President and the Chancellor.

Event: Dr. Murray George Ross, a vice-president at the University of Toronto, is invited by the Board of Governors to accept the appointment of President and Vice-Chancellor of York University. W.W. Small is appointed Secretary of the Board of Governors. The first Board of Governors meeting is held in the Board Room of the Rio Tinto Mining Company of Canada at 335 Bay Street. The Provisional Board of Governors resigns, and the new Board of Governors is named.

Date: 1959 December 18.
Event: At the Board of Governors meeting, Dr. Ross and Chairman Winters report on their meetings with the Eric Phillips, Chairman of the Board of Governors at University of Toronto, Leslie Frost, the Premier of Ontario, and Dr. Claude Bissell, the President of the University of Toronto. Dr. Murray G. Ross accepts the appointment of President and Vice-Chancellor. W. W. Small is appointed Comptroller of York University, in addition to his duties as Secretary of the Board of Governors.
Affiliation with the University of Toronto is announced for a period of "not less than four years and not more than eight years." It is agreed that York will teach the University of Toronto General curriculum in the Faculty of Arts and Science. Instruction and examinations will conform to those prescribed by the University of Toronto.
York graduates of 1963 and 1964 will receive University of Toronto degrees. After a period of two years York faculty will be able to develop their own programs.
There is a commitment from University of Toronto for an initial grant of $250 000. The University of Toronto will give York an operating grant of $250 000 per annum for a period of five years. The Province of Ontario or the University of Toronto will provide sufficient funds to meet expenditures not covered by the income from fees, University of Toronto operating grants and other sources.
For the 1960 and 1961 academic year, York University will be housed at Falconer Hall, at 84 Queen's Park Crescent. From 1961, York University will be given the use of Glendon Hall at 2275 Bayview Avenue, with an option to remain there if the Board decides to locate its permanent campus on site.
Student fees are set at $500 for 1960 - 1961.
The Board commits itself to building a student bursary and scholarship program that will attract students to York University.
